Than I got her the booster seat, kinda like the one that you have the the second link. My son is 16 months old and I was able to take his tray off and lower the high chair and it pushes right up to the table now. I also have a little toddler picnic table (some people use table and chairs for toddlers) that I put in the corner of the living room for his snacks and stuff.
